Program Information

Communities across the country have been severely impacted by mortgage foreclosures and declining property values. In response, Congress passed the Housing and Economic Recovery Act (HERA) and funded the Neighborhood Stabilization Program (NSP) to help revitalize and stabilize impacted communities.

The City of Santa Ana is pleased to put Neighborhood Stabilization Program (NSP) funds to work by acquiring, rehabilitating and selling foreclosed properties. Not only does this program provide an opportunity for families to purchase a home who might not otherwise be able to afford such a purchase, but it also will help to stabilize the neighborhoods surrounding these properties.

Homes available for sale under the City of Santa Ana’s Homeownership Program have been rehabilitated and equipped with a host of modern amenities and energy-efficient features that provide both convenience and cost-efficient living.

Energy Star Compliant

Most homes are updated to meet Energy Star guidelines, and include energy-efficient dishwashers, windows and lighting, as well as carpeting and insulation manufactured from recycled materials.**

Water conservation measures have also been included in the modernization of each home, and all residences are newly equipped with low-flow faucets, showerheads, toilets and beautiful drought-tolerant landscaping that will save water. These energy-saving features not only help ease the impact of the environment, but also help to reduce monthly utility costs.
